About

The Oneida Youth Leadership Institute is a 7871 charitable organization of the Oneida Nation located in Oneida, Wisconsin. We raise and provide funding to develop young Oneida leaders. We also provide 7871 tax advantages to qualified organizations that serve the needs of young Oneidas and share our core values. Our vision is to continue the legacy of our nation by empowering future Oneida leaders. Our mission is to build endowments, to steward funds and to provide financial opportunities that invest in youth leadership initiatives.

Meet Our Leaders

Richard Elm-Hill
Board President
Richard is an Operations Analyst for the Oneida Nation's Internal Services Division. He holds a M.S. in Applied Leadership for Teaching & Learning at UW-Green Bay and a B.A in Business Administration from Charter College. He has co-created projects at Three Track Mind, a design and marketing studio, and is an advocate for youth mindfulness.
Margret Ellis
Board Treasurer
Margret has a Master's Degree in Global Indigenous Nation Studies from the University of Kansas and a B.S. in Business Administration from Haskell Indian nations Universtiy. She is the Director of Business Development at O-Tech Solutions, a small business owner, Oneida Nation School Board member, and Lead Auntie at Oneida Rites of Passage.
Jeffrey House
Board Member
Jeff started his career at the Walt Disney Company and became the Assistant Marketing Director for Oneida Bingo & Casino. He pursued financial planning with the Oneida Trust Department and Oneida Nation Trust Funds, and in 2016 joined the management team at Oneida ESC Group LLC. He has a B.A. in Journalism from UW–Eau Claire.
Melissa Metoxen
Board Member
Melissa is the Community and Academic Support Coordinator at the Native American Center for Health Professions at the UW-Madison, and a Grant Reviewer for the U.S. Department of Education at the Office of Indian Education. She has a M.S. in Educational Leadership and Policy Analysis and a B.A. in Sociology and American Indian Studies both from UW-Madison.
Elijah Metoxen
Board Member
Eli's has a background in the health and fitness industry and is the Elder Services Program Manager for the Oneida Nation. Working with children, adults, and elders, Eli has a unique perspective on serving all age groups and helps to encourage individuals to make positive changes in their lives. He is proud to serve the Oneida people and their families, and create impact through community building.
Cheryl Stevens
Executive Manager
Cheryl has served as Grants Office Director for the Oneida Nation since 1994. In addition to overseeing grants operations and development she is a liaison with federal and state representatives as well as local organizations. She has a B.S. in Business Economics from Mt. Senario College and a Certification of Accounting from Haskell Junior College.
